Project Controls Manager

Project Controls Manager responsible for leading planning, scheduling, cost control, progress measurement, change management, and performance reporting for complex offshore and marine construction projects.

Job Requirements

• Bachelor’s degree in Engineering, Construction Management, Project Management, Business Administration, or a related field, or equivalent experience.
• 10+ years of project controls or cost controls experience on construction or EPC projects.
• Experience supporting offshore, marine, subsea, or vessel-based construction execution.
• Experience developing and maintaining integrated project schedules.
• Experience with critical path and float management.
• Experience with cost control, forecasting, accruals, commitments, and variance analysis.
• Experience with progress measurement and earned value methodologies.
• Experience managing schedule and cost change control.
• Experience preparing project controls reports and management dashboards.
• Experience supporting contract administration and claims documentation.
• Experience with project controls systems, scheduling tools, cost systems, and document control platforms.

Preferred Skills

• Experience with subsea rock installation or similar offshore construction scopes.
• Experience supporting quarry, loadout, marine installation, and vessel operations.
• Experience monitoring vessel productivity.
• Experience developing Work Breakdown Structures and Scope Breakdown Structures.
• Experience with time-impact analysis.
• Experience developing KPI dashboards, progress curves, and look-ahead schedules.
• Experience supporting ISO-based quality management systems.
• Experience with milestone certification and deliverable registers.
• Experience working across engineering, procurement, finance, HSE, QA/QC, marine operations, and subcontractor functions.

Job Responsibilities

• Develop and maintain the Project Controls Plan, including WBS/SBS alignment, progress rules, reporting cadence, and change control interfaces.
• Build and maintain logic-driven baseline and forecast schedules.
• Manage critical path, float, schedule updates, and look-ahead planning.
• Establish and maintain progress measurement systems.
• Track quantities, earned value, and vessel productivity.
• Develop and maintain project budgets, commitments, accruals, forecasts, and cost reports.
• Perform cost and schedule variance analysis.
• Monitor cost performance across engineering, procurement, marine operations, and subcontractors.
• Manage schedule and cost change control processes.
• Perform impact assessments and time-impact analyses.
• Support development of claims documentation when required.
• Prepare weekly and monthly project controls reports.
• Develop KPI dashboards, progress curves, cost reports, schedule reports, and management narratives.
• Coordinate project controls activities across finance, engineering, procurement, HSE, QA/QC, vessel teams, and subcontractors.
• Support contract administration and client/vendor reporting requirements.
• Maintain deliverable registers and support milestone certification.
• Ensure project controls data quality, governance, and consistency across systems.
• Support continuous improvement of project controls processes and quality management practices.

Pay Details: $60.00 to $85.00 per hour
