Summary/Responsibilities: As an integral member of the Business Operations team, support multi-disciplinary project teams to ensure successful completion of highly complex, multi-year advanced technology flight hardware and software projects to their committed delivery dates within budgeted cost. Employ EIA-748 compliant EVMS practices to support the establishment and maintenance of cost and schedule baselines and forecasts that are integrated with the program SOW, and other program planning documents that meet program and company requirements. Provide training and analysis support to Control Account Managers to include organizing and maintaining scope definition and work authorizations, development of resource estimates for schedule activities, forecast updates, performing monthly analysis, ensuring the accuracy of integrated cost and schedule data and managing scope change control. Interface with customers and program management on business-related issues. Prepare EVMS status for presentation to project management as well as for internal management financial performance reviews. Support the IPTs and CAMs in preparing for and participating in Integrated Baseline Reviews and follow-up surveillance and audits. Support proposal efforts and other duties as required.
Required Qualifications: Candidate must possess an active TS/SCI clearance.
EDUCATION: Bachelor's Degree from an accredited university in Program Management or Business Administration with emphasis in Finance, Accounting or a related discipline.
REQUIRED SKILLS: Six (6) years or more of related experience with employing EIA-748 compliant EVMS techniques for program management, including planning and budgeting, estimating and forecasting, cost/schedule integration, integration of subcontractor data, review and analysis of program data. Must be analytical and possess excellent communication, presentation, and interpersonal skills with history of interfacing effectively with program technical and business personnel, management and customers. Candidate must have the initiative, flexibility, and resourcefulness to complete assignments of moderate complexity on time within a fast paced environment while working independently and as a member of a team. Must possess the interest and ability to learn new processes and tools.
PREFERRED EXPERIENCE: Operational experience with government programs with contractually required EVMS compliance, including participation in Integrated Baseline Reviews and joint or internal surveillance is preferred. Familiarity with the PARCA EVMS Interpretation Guide, the DCMA data-driven surveillance initiative and the Integrated Program Management Report Data Item. Experience with project scheduling including creation, review and analysis of detailed, resource-loaded project schedules is preferred. Demonstrated ability to mentor and teach EVMS processes and concepts to new CAMs is preferred. An Earned Value Management Certification (EVP or equivalent) is preferred.
COMPUTER SKILLS: Requires mastery of basic MS Office Software (Word, Excel, and PowerPoint). Working knowledge of Costpoint and Cognos, and Project Management software (MS Project, Cobra, Acumen) is preferred.
